If you're behind on your payroll tax, the IRS would rather put you out of business than allow you to keep accruing unpaid payroll tax.  In the eyes of the IRS, if you're not paying the payroll tax, you're stealing from your employees.  So rather than allow you to continue stealing, they see it was their rightful duty to shut you down.

The Internal Revenue Service issued advice on Friday to employers who outsource their payroll duties to third party providers.
